Equally important was meeting requirements related to foundation settlement and eformation due to technological equipment, e.g.:
- acceptable vertical foundation deflection under a moving load of 2.5 metric tons could not exceed 0.2 mm, and 0.4 mm under a load of 6 metric tons on a 1 m2 area. Deflection was measured in 9 points – for the first foundation (dimensions 18.49 m x 24.5 m x 1.39 M.)
- acceptable vertical foundation deflection under a moving load of 25 metric tons could not exceed 0.1 mm within the area of equipment operation with movement distance of ±2 mm, and 0.2 mm under a load of 25 metric tons on a 2 m2 area. Deflection was measured in 3 and 4 points respectively – for the second foundation (dimensions 14.18 m x 27.2 m x 1.39 m)
In order to meet such strict requirements, it was necessary to reinforce the foundation soil; to this end, it was decided to utilize the CMC (Controlled Modulus Columns) technology. In addition, foundations were secured against external vibrations using special anti-vibration mats.
Another difficult task was installing air conditioning and ventilation systems along with equipment for monitoring their operation as well as temperature and humidity in the chambers during research. Cubic volume of chambers is 3,552.5 m3 and 4,712.5 m3. Air temperature in the chambers should be 21 °C and may deviate by ±1 °C, while humidity should be at 55%, with permissible deviation of ±15%. Heating system for the entire facility is based on gas heat pumps.

A technically complex project involving the construction of a „Laboratory Building for measurement of electromagnetic quantities” in Kobyłka. Building shell was completed within 16 weeks. The most important works were construction of two foundation blocks under the chambers and installation of air conditioning and ventilation systems for the anechoic chambers. Constructing foundations involved observing strict acceptable deviations; foundation levels were permitted to deviate only by ±3 mm per each 3 m segment and ±5 mm per 5 m within the entire chamber area.
